Computer virus please help?

A new virus has attacked all the machines. It has disabled regedit, folder options, cmd etc. It is creating many files with the folder names and their icon looks like directory but the details show it as application. I booted through cd and located sembakocfg.....exe in the windows directory and deleted but it still keeps coming. I disabled the windows restore option also but still it keeps coming. I used a third party registry editor and deleted the shell = sembako but it immedeatly returns. Most ot popular anti virus like norton, protectorplus, spybot, trojan remover are all ineffective to cure What is this virus and what should be done is there any way to cure it other than formatting. please inform me as early as possible .
