Can a hospital discharge a severely injured logger?

And I thought the Irish Health Service was crap, I can't believe he would be discharged within 5 days with a broken back and "destroyed" shoulder? The hospital must have a care plan for his discharge. He needs to sort this out himself really from within the hospital setting.
